  • • Pre-travel registration is required for all travelers, including Norwegian citizens; the declaration form must be printed and submitted to border control upon entry; more information is available on the site below (1) this will become digital in early 2021

    • Negative COVID-19 PCR or rapid antigen test result (issued in Norwegian, Swedish, Danish, English, French, or German) completed in the 24 hours before entry (or in the 24 hours before flight departure), except:
    - Children under 12;
    - Norwegian nationals and residents;
    - Travelers recovered from COVID-19 in the six months preceding entry;
    - Essential workers;
    - Transiting travelers; and
    - Regular cross-border commuters for work or studies; among limited other exceptions listed below (2)

    • COVID-19 PCR test on arrival for travelers aged 12 or over, who have stayed in Austria, Brazil, Ireland, the Netherlands, Portugal, South Africa, or the United Kingdom in the 10 days preceding entry

    • COVID-19 PCR or rapid antigen test on arrival for other travelers; border stations are equipped with testing facilities or police control

    • 10-day quarantine in a quarantine hotel for all travelers until 1 June 2021 except:
    - Travelers from yellow countries as listed on the site below (3) (who must provide a negative test result every three calendar days);
    - Travelers to Norway from Sweden or Finland for work, testing for COVID-19 at least every seventh day at minimum (Norwegian employer must organize and finance testing; exemption only during work, not time off); and
    - Travelers recovered from COVID-19, confirmed by a positive COVID-19 PCR or antigen test, completed between two weeks and six months before entry

    • Other relevant considerations on quarantine include:
    - Detailed information on quarantine exemptions is available on the site below (4)
    - Travelers can reduce the quarantine duration by obtaining negative results from a COVID19 PCR or antigen test completed within 24 hours of arrival; and from a COVID-19 PCR test completed no earlier than 7 days after arrival

    • Travelers to Svalbard and Jan Mayen quarantine in mainland Norway before travelling further

    • Assignees planning to work in Norway, and individuals travelling to Norway to visit family, must have a residence address; alternatively, the employer or client must guarantee that they will have appropriate housing upon arrival

    • All foreign citizens travelling to Norway who do not have an employer in Norway or residence address, including tourists and visitors, must stay in a quarantine hotel and test themselves during the quarantine period (1)

  • • Service Centers for Foreign Workers (SUAs) are generally open

    • Tax offices are generally open

    • Immigration offices at local police stations are operating with limited capacity, and some have started scheduling appointments; foreign nationals can only visit the police station in the municipality in which they reside

    • Immigration application processing currently takes approximately 56 days, up from the standard 28 days Travel Restrictions

    • Entry ban for most third-country nationals without a residence permit until 1 June 2021

    • The following categories are now permitted to enter:
    - Norwegian nationals and registered residents;
    - EU, European Economic Area and Schengen Area nationals, residing in the EU/EEA/Schengen Area, and their family members (entry visa may be required);
    - Family members (spouse, registered partner, cohabitant, (step)children, eligible partner’s children) visiting Norwegian nationals and registered residents; holding an entry visa if required;
    - Cross-border and essential workers;
    - Those in transit; and
    - Certain travelers with serious family reasons for travel

    • Entry and exit controls at the Schengen border continue

    • All bars and restaurants have limited opening hours, generally closing at 23:00 but local municipalities can enforce stronger measures

    • Norway has a steady trend/curve of Corona cases at the moment so there can be sudden changes to guidelines or regulations that will be communicated

    • Restricted number of passengers on public transport (underground, train, bus, trams etc.); normal
