  • • 14-day quarantine for all passengers arriving in Vietnam, including diplomatic passport holders and ordinary passport holders with a Temporary Residence Card (TRC) or long-term visa (i.e., LD visa type for work purpose); the Ministry of Health has also recommended that such individuals avoid close contact with others in the community for 15 days following their quarantine period

    • Any foreign national in Vietnam may, at any time, be subject to quarantine at a designated health facility or home quarantine for up to 14 days (or more) if they have been in direct contact with, in the same place at some point, or simply in contact with a third person who has been in direct contact with a person affected with COVID-19

    • Passengers cannot request a home quarantine in Vietnam (as the location of the quarantine must be at one of the government’s designated hotel or quarantine centers); companies must select one of these designated hotels when making quarantine arrangements for their foreign national employees

    • COVID-19 clearance must be produced upon arrival

    • Health insurance with COVID-19 coverage is required upon arrival in Vietnam and should state that the sponsoring entity or the traveler has availed of medical coverage for all COVID-19-related care during their stay in Vietnam

    • Domestic travel may require a quarantine period, depending on the rules in each province/city

    • Despite the special entry approvals that have been made available, it is important to note that the approval of such applications (as well as the processing times) is discretionary; furthermore, these special entry approvals must go through various government agencies (including the People's Committee, the Labor office, the Department of Health, and the Immigration office); companies should be aware that delays are likely to occur (even with stated processing times), particularly when new cases of community transmission of COVID-19 are discovered; companies and their foreign national employees should plan accordingly for any contingencies that may arise (e.g., changes in scheduled flights, changes to hotel bookings, and other deadlines)


  • • The Labor offices and Immigration departments of major cities in Vietnam, Hanoi& Ho Chi Minh City, are operational.

    • Hanoi
    - New and renewal work permit applications are being accepted.
    - The Hanoi Labor department has resumed accepting applications from Chinese e-passport holders (subject to their further discretionary review).
    - An approval from the Hanoi People's Committee and Department of Health is currently required for the submission of the Special Entry Visa (i.e., additional exceptional approval required, due to Covid-19) at the Immigration office in Hanoi.
    - Additional requirements/information are expected to be requested by the authorities without advance notice, which may cause delays in processing.

    • Ho Chi Minh City (HCMC)
    - New and renewal work permit applications are being accepted, with a requirement that the applicant must be in-country when the application is submitted.
    - The Labor office in HCMC has temporarily suspended processing of work permit applications for Chinese e-passport holders until further notice.
    - The Labor office is still accepting Job Position Approval (JPA) applications and Entry Demand Report applications (the latter of which is an additional exceptional approval, due to Covid-19), which are prerequisites to submitting the Work Permit application in HCMC.
    - An approved special Entry Demand Report is also currently required for the submission of the Special Entry Visa application at the immigration office in HCMC.
    - The immigration office in HCMC may require a company representative to submit the Special Entry Visa application.
    - Additional requirements/information are expected to be requested by the authorities without advance notice which may cause delays in the processing. Travel Restrictions

    • General entry ban for all foreign nationals remains in place. However, those who have been granted special entry approval may be permitted to enter the country on an exceptional basis (and subject to any prevailing health and quarantine requirements).

    • Vietnam has tentatively resumed international flights on a strictly limited basis, to very few countries within the region which it deems to have controlled the Covid-19 pandemic. As of April 12, 2021, only extremely limited regular commercial flights have been operating.

  • • International and local schools open and having classes with students on campus; international school admissions as normal; any school tours will need be taken on case-by-case basis as to whether or not they are allowed


  • • Still basically impossible for individuals who do not already hold a work permit to enter Vietnam; any assignees already in country and have dependents still overseas, the dependents cannot enter Vietnam

    • Nearly normal, no restrictions; facemasks should be worn at all times in public

    • All shops, hairdressers, services operating as normal; large sporting events or gatherings still not allowed

    • Masks should be worn at all times in public spaces; some malls and office buildings or other public buildings may take temperatures of incoming individuals

    • The country has begun to experience a resurgence of COVID-19 cases; these cases are primarily located in the Central Region of the country (Danang City and surrounding areas); there are also some smaller outbreaks in other major cities; this situation is rapidly developing
