Visa & Immigration Update - Shanghai Expert Bureau to Launch New Foreign Employment Management System

Policy Highlights:

The Shanghai Expert Bureau will take over the responsibility from Shanghai Labor Bureau to issue foreigners' related Shanghai working permits from 1st April, 2017.

The Expert Bureau has launched an online Employment Management System that now allows employers to submit the preliminary application of the foreign employee working permit online to streamline the Foreign Employment License notice and Employment License application process from 1st April, 2017.

In order to facilitate this authority transfer and system upgrade, Shanghai Expert Bureau requires all employers in Shanghai to register online as early as possible.

Impact of the Above Changes:

Once the new Foreign Employment Management System is implemented on 1st April, Shanghai Labor Bureau may not process or accept any Employment License or Work Permit application for employers.

Our Recommendation:

SIRVA advises all employers in Shanghai to register through Shanghai Expert Bureau website (http://fwp.safea.gov.cn) before the new system is launched.
